Regarding that template
I understand what you tried to do, however you have to import this template from Wikipedia, if you want to do this as a user you have to do this, but this might take forever so it is definitely better to do the method that requires you to have import rights, Soot is the only one who has import rights so you have to ask him to import it for you, but soot is probably a faggot who will ignore that.
